Dr. Bradley Gilbert was appointed chief executive officer of IEHP in October 2008. Since the organization’s inception, he has played a pivotal role in guiding IEHP to its place as a nationally-recognized leader in public healthcare. As one of the largest public not-for-profit health plans in California with over 1.2 million members, Dr. Gilbert is leading IEHP through the dynamic healthcare landscape as it brings additional transformation.
Dr. Gilbert launched his career at IEHP in 1996 as chief medical officer, developing a Medical Services Department and helping IEHP qualify for a Knox-Keene state licensure. Later, he served as executive officer, responsible for medical management, operations and contracting/network management, marketing, human resources, and compliance.
His focus on the health and well-being of members has given IEHP coveted recognition. IEHP was the first Medi-Cal HMO in the state to earn National Committee for Quality Assurance (NCQA) Accreditation, the nation’s leading quality monitoring organization of health plans. Under his leadership, the organization also developed a multi-faceted and multi-disciplinary Wellness Program to encourage members to live healthy lives and prevent illness. These efforts earned IEHP a #1 and #2 ranking in California for America’s Best Health Plans in 2008 and 2009. In 2010, he led IEHP to become one of only five health plans across the country to achieve a 5-star rating for Medicare Part D Quality and Performance. In May 2012 IEHP received a 100 percent score on the Standards portion of its NCQA review, with an overall Commendable Accreditation Level.
During his tenure, IEHP has become a major presence in the Inland Empire. In his 10-year span, IEHP’s membership increased from 365,000 Members to more than 1.2 million Members, while maintaining stability and quality of care. To support this growth and strengthen the safety net, Dr. Gilbert built a formidable IEHP provider network, including more than 6,000 providers.
Dr. Gilbert is also a healthcare industry leader at the state and national level. In 2010, he was appointed as a board member of the California Association of Health Plans (CAHP), an organization representing 39 California plans. In 2011, he was appointed Chair of the CAHP State Programs Committee. Dr. Gilbert is a member of the Board for the Local Health Plans of California (LHPC), and was a member of the Medi-Cal 1115 Waiver Stakeholder Committee – a committee that helped shape the 1115 Demonstration Waiver in California, which funds hospitals and care for the low-income. In 2014, he was selected to serve on the California Health Care Foundation (CHCF) Board of Directors. Additionally, Dr. Gilbert is the Chair of the Board for Manifest MedEx, a statewide Health Information Exchange.
His strong track record in the public health industry began as the Director of Public Health/Health Officer for Riverside County, where he gained insight into the healthcare challenges that Inland Empire residents face. He was responsible for 11 primary care clinics, assigned to special projects in managed care – including participation in development of an IPA and medical liaison to manage care contractors. He supervised communicable disease control, certain environmental health monitoring and public health protection for the county.
Dr. Gilbert attended the University of California, Berkeley, where he earned his bachelor’s degree in physiology/anatomy. He received a medical degree from the University of California, San Diego and a master’s degree in public policy from the University of California, Berkeley. He is Board Certified in General Preventive Medicine and has extensive experience in Public Health, health care delivery and health care policy development.
Jennifer N. Sayles, MD, MPH, joined IEHP as the Chief Medical Officer in June 2016. In this role Dr. Sayles is responsible for the strategic direction and oversight of health services operations and programs, including initiatives on behavioral health integration, population health, complex care, practice transformation, medical operations, provider services, alternative access, housing and recuperative care as well as addressing social determinants in the Medi-Cal population. She is also leading efforts to increase value based contracting and support practice transformation in the Inland Empire Medi-Cal network. Dr. Sayles continues to practice in HIV and primary care, and maintains teaching appointments at USC and the RAND Corporation.
Prior to joining IEHP, Dr. Sayles held the positions of Chief Population Health Officer for Los Angeles County+USC Medical Center and the Director of Value Based Healthcare for Los Angeles County Department of Health Services. Here she led the implementation of population health management, with a focus on care transitions, identifying and managing high-risk populations, and effective utilization management. Dr. Sayles’ has also served as Medical Director of Quality Improvement and Health Assessment at L.A. Care Health Plan, Medical Director of the Division of HIV and STD Programs at the Los Angeles County Department of Public Health, as well as a research faculty member in the UCLA Division of General Internal Medicine, focusing on health disparities and access to care for underserved populations in Los Angeles and internationally.
Dr. Sayles attended Princeton University, where she received her Bachelor of Arts in Molecular Biology. She earned her Doctor of Medicine at Chicago Medical School, and completed her clinical training in Internal Medicine at Brigham and Women’s Hospital and UCLA. Dr. Sayles received a Master of Public Health from the UCLA Fielding School of Public Health and completed fellowships in health services research and HIV medicine.
Jarrod B. McNaughton joined IEHP as Chief Operating Officer in May 2018. Mr. McNaughton is responsible for the operations, claims, provider contracts, purchasing, enrollment and eligibility, and member services departments, supporting IEHP’s organizational directives, advancing IEHP’s LEAN transformation, and ensuring IEHP’s mission to deliver quality service to our members and providers effectively and efficiently.
Mr. McNaughton comes to IEHP with extensive experience in mostly hospital and large hospital systems. For nearly 20 years, he has lead multi-tiered operational strategies and innovation that consistently generated superior results. He has a well-established reputation for building dynamic teams, developing leaders, and fostering key relationships in the community. His ability to remove obstacles and empower everyone, from frontline employees to physicians, will help support IEHP’s position of strength in the ever-changing healthcare environment.
Mr. McNaughton’s most recent roles as President of Kettering Medical Center and Executive Vice President of Kettering Health Network demonstrated his strong business acumen and strategic vision as well, as he developed a coordinated and detailed strategy for the entire network and spearheaded many forward-looking changes in services and delivery of care to patients at those facilities. The Kettering Health Network in Southwest Ohio includes eight hospitals, nine emergency departments, many outpatient clinics and over 11,000 employees.
Prior to his role at Kettering Medical Center, Mr. McNaughton was Vice President at San Joaquin Community Hospital. Among his many achievements there, he developed and implemented a new mission and service department that helped increase patient satisfaction scores from the 40th percentile to the 85th percentile in less than a year.
Mr. McNaughton’s strong commitment to the community fits well with IEHP’s mission and company culture. A volunteer with Global Medical Missions, a non-profit international aid organization, he has led short-term mission teams to Kenya, Malawi, Nigeria, India, Nepal, Honduras and Mexico. Away from work, he enjoys singing, musical theater, and flying single-engine planes.
Mr. McNaughton pursued an undergraduate degree from Pacific Union College where he earned a bachelor’s degree. He earned his master’s degree in Business Administration from the University of La Verne, Graduate School of Business. In addition, he is a Fellow of the American College of Healthcare Executives.
Susan Arcidiacono is the Chief Marketing Officer at IEHP. Since August 2008, she has contributed significantly to IEHP’s mission and growth. With over 30 years of executive marketing and product development experience, she leads IEHP’s marketing enterprise.
As Chief Marketing Officer, Ms. Arcidiacono focuses on driving innovative programs and spearheading marketing efforts and the IEHP brand. Currently she oversees brand management, strategic communications, product management & research, digital communications, marketing & communications, enrollment assistance, Medicare Sales and IEHP’s Digital Media Center. She also led the Community Outreach, Health Navigator Program and the Community Resource Centers through March 2018.
With an in-house marketing and creative team, Ms. Arcidiacono oversees all development and production. Under her direction, IEHP has won more than 250 marketing and advertising awards from the American Advertising Federation ADDY, the Healthcare Public Relations and Marketing Association (HPRMA), and the Communicator Awards.
In addition to industry recognition, Ms. Arcidiacono has helped IEHP achieve several milestones. IEHP’s overall membership has grown from 365,000 members to a stunning 1.2 million members. In addition, 87% of Medi-Cal recipients in the Inland Empire choose IEHP over our competitor. Ms. Arcidiacono also played an integral role in IEHP’s Medicare DualChoice Cal MediConnect product success. IEHP recently earned recognition for being the highest enrolled not-for-profit plan in the nation for this plan.
Ms. Arcidiacono is responsible for significantly enriching IEHP’s relationship with their members. In 2010 she helped launch a new Health Navigator Program, a first-of-its-kind program designed to help IEHP members better understand how to use their healthcare. In 2015, Ms. Arcidiacono led the opening of IEHP’s first Community Resource Center in San Bernardino. She also led the opening of the 2nd Community Resource Center location in Riverside in 2017.
Outside of her role at IEHP, Ms. Arcidiacono is also a leader in the community. She is an active member of the California Association of Health Plans (CAHP), the Association for Community Affiliated Plans (ACAP), the American Marketing Association (AMA), Health Care Executives (HCE) of Southern California, the Healthcare Public Relations and Marketing Association (HPRMA), and Women in Health Administration (WHA). As a healthcare professional and mother, she is a major proponent of early childhood education. She is a published author of several children’s books, to help preschool-age children build skills and encourage literacy. Prior to joining IEHP, she held executive marketing positions with several major organizations, including America Online, CIGNA and Health Net.
Ms. Arcidiacono pursued undergraduate studies at Cal State University, Los Angeles where she earned a bachelor’s degree in communications. She holds a master’s degree in business administration from the University of Phoenix and she is a graduate of the Management Development Executive Program at the University of Southern California.
Keenan Freeman joined Inland Empire Health Plan (IEHP) as Chief Financial Officer on October 13, 2016. In this executive role, Mr. Freeman is responsible for the overall financial management of IEHP, its financial reporting and transparency, and for multiple plan financial functions including accounting, purchasing, capitation, cost recovery, risk management, and the coordination of fiscal and other operational audits.
Keenan Freeman brings over 28 years of professional finance experience to IEHP which includes 16 years of strategic leadership in multiple functions including financial, operational and strategy development in a provider-owned health plan and a multi-specialty medical group with over 4,000 providers. Mr. Freeman most recently served as Chief Financial Officer for Providence Medical Group in Oregon where he spent 5 years providing operational and financial leadership for over 1,200 physicians, physician assistants and nurse practitioners. In addition, he served for eight years as Chief Financial Officer and two years as Chief Operational Officer for First Care Health Plans in Austin Texas.
Mr. Freeman understands the importance of developing external relationships with key physicians, health systems, and governmental entities. He enjoys building cross-functional teams to achieve short and long-term objectives and values the importance of developing external relationships with key physicians, health systems, and governmental entities. Mr. Freeman’s leadership in these areas, and in the annual budget process, will keep IEHP financially stable amid healthcare changes and economic volatility.
Mr. Freeman holds a Bachelor’s degree in Administration and Accounting and a MBA from Texas Tech University.
Dr. Janet Nix joined IEHP as Chief of Organizational Development on August 10, 2015. She is responsible for the organizational development and operations of Human Resources. As the Chief of Organizational Development, utilizing her vast experience and expertise, Dr. Nix will lead the way to continue developing and improving the core functions of IEHP’s Human Resources. Dr. Nix’s key focus includes impacting the IEHP culture and enriching IEHP’s goal of developing each employee.
Dr. Nix is in charge of many critical tasks including driving IEHP’s processes for recruitment, hiring, on-boarding, benefits administration, company-wide training, and building employee morale.In her role, she is greatly motivated by and focused on supporting IEHP’s core values.
Dr. Nix brings 30 years of experience to IEHP—15 years in education, and 15 years in healthcare. She is very experienced in organizational development, employee engagement, training at all levels in hospital and health systems environments, and many other areas of Human Resources functions. Her knowledge serves her position at IEHP seamlessly as she leads IEHP’s employee development, leadership development, and company environment advancement.
Dr. Nix most recently worked as the Chief Learning Officer for the Hospital Sisters Health System in Illinois, which encompasses 13 hospitals and three integrated physician networks, including 15,000 employees. Previously, Dr. Nix worked as Assistant Vice President of Learning and Curriculum at St. Mary’s Medical Center, and as Dean of Instruction at Victor Valley Community College District.
Dr. Nix earned her Bachelor of Arts in Social Welfare and Master of Public Administration from California State University, Sacramento. Dr. Nix also earned her Doctor of Educational Leadership from the University of LaVerne.
Kurt W. Hubler was appointed chief network officer of IEHP in August 2011. In this role, Mr. Hubler leads the organization’s strategy for provider contracting and administration, including hospitals, IPAs and individual direct providers. To ensure our members have access to quality healthcare throughout the Inland Empire, he will work with the current IEHP provider network and contract with new healthcare providers. His 25 years of experience in contracting, credentialing, provider services, and health plan operations will prepare IEHP to enter healthcare reform with a strong network of providers to serve the diverse needs of our growing membership.
Mr. Hubler's previous executive roles and achievements in the healthcare industry will contribute to IEHP’s long-term growth. In his most recent role as executive director of Medicare at CalOptima, Mr. Hubler launched and managed all aspects of the organization’s Medicare Advantage Special Needs Plan from sales, marketing, provider network management, and contracting among other responsibilities. He has a proven track-record in provider network management, contracting, internal plan operations, and negotiations at several health plans in Southern California, such as Inter Valley Health Plan where he served as the chief operating officer and CareAmerica where he served as the administrative director of provider relations.
Mr. Hubler also has significant hospital and medical group experience. His prior positions involved nursing home administration, acute hospital administration and medical group management. In these roles, he contracted and negotiated with physicians and acute-care hospitals throughout Southern California, partnered with IPAs and medical groups, and led strategic planning.
Mr. Hubler pursued undergraduate studies at the University of Southern California, where he earned a bachelor’s degree in public administration. He earned his master’s degree in public health from the University of California, Los Angeles.
Michael T. Deering joined Inland Empire Health Plan as chief information officer in September 2011. In this role he oversees all technology functions for IEHP and created a technology roadmap for future growth in membership and the provider network. He also leads the organization’s software development, application support and healthcare analytics reporting (HAR).
Mr. Deering is a technology and business-savvy visionary with broad executive leadership experience and proficiency in developing technology solutions to solve complex challenges. With more than 20 years of hands-on technology experience, he has extensive knowledge in network infrastructure, server platform and development methodologies. He has a proven track record of integrating technology strategies with business models, leading enterprise change, effectively managing risk profiles and lowering operating costs while improving efficiency ratios. He has had consistent success in recruiting, developing, motivating and retaining high–performing technology teams. Mr. Deering will use his deep experience to ensure IEHP’s technology strategies align with business goals and continue to drive the organization forward.
Mr. Deering has extensive experience in application development, support and maintenance as well as all technical aspects of acquisition integration projects, from diligence through successful evaluation, roll-out and completion. He has developed world-class IT staff, established overall technology strategies, defined organizational e-commerce vision, managed web-based CRM applications, and created information security strategies using best practices. He has also achieved cost savings through restructuring, renegotiations and Lean initiatives, and established solid operational foundations by engineering stable network infrastructures that gave end users instant access to all required data.
